Sash windows in a conservation area
Overhaul and draughtproofing need no permission on an unlisted English house, and reglazing usually does not either. New sashes in the retained box frame win.
It depends on which of four jobs you are actually buying, and the first two normally need no permission at all. On an unlisted house in England, overhauling and draughtproofing the existing sashes is not development, and neither is putting new glass in them if nothing visible changes. Fitting new sashes into the retained box frame keeps the fabric the heritage tests protect, and is the strongest case to argue when you do have to apply. A complete new window is the hardest sell, and uPVC vertical sliders replacing timber sashes are refused on appeal with great consistency. If the building is listed, all four need listed building consent and the analysis changes completely.
A box-frame vertical sliding sash is the window type this whole subject was invented for, and the type most often mis-specified — because it is a mechanism as well as a joinery detail: change the weight of the glass and you change the way the window works. What a box sash is, and which parts are the fabric that matters
Two sashes slide vertically in a box frame built up from inner and outer linings and a pulley stile, with a hollow weight pocket each side. Each sash hangs on a cord or chain over a pulley to a counterweight in that pocket, and is held in its run by a parting bead between the sashes and a staff bead on the room side. Both beads are designed to be prised out, which is why a sash can be dismantled and repaired in situ with hand tools — and why heritage bodies resist replacement: “Most traditional windows can be repaired. Even those in very poor condition can be returned to good working order.”

Not all of it counts equally. What officers and inspectors actually write about is the glazing pattern, the sightlines — visible widths of frame, meeting rail and glazing bars — the glass where it is early, and the position of the box in the reveal. Beads, cords and pulleys are consumables; the box frame and the proportions are not. Kensington and Chelsea’s window consent order extends that to the surrounding architecture, conditioning against “alteration or removal of existing features surrounding the windows including cills, sub cills, jambs, aprons, casings, shutters or shutter boxes”.

Dating your sashes, because it determines what will be accepted
Nobody assesses a sash window in the abstract; they assess whether what you propose is right for this building. Three tells do most of the work.

The disagreement about horns is worth knowing before you argue about them. Warwick and Gravesham both treat them as a later feature not to be added retrospectively; yet in one allowed appeal an Inspector accepted horns on a Grade II listed building as “a traditional detail used in the Georgian era to strengthen window joints”, without evidence they had ever been present there.

So do not reason from period: copy and evidence what is there. Photograph every window before anything is touched, with a rule in shot and close-ups of horns, meeting rails and glazing bar intersections. Then check the glass. Warwick says original crown or cylinder glass is “detected by its irregular surface and air bubbles”; York defines historic glazing as pre-float glass that “usually pre dates the 1950s” and shows “mild visual distortions”. Historic glass changes the answer in every regime below, and it is routinely skipped by installers who never looked for it.

Two things about that table matter more than anything else on this page.
The first two options are normally outside the planning system. Section 55(2)(a) of the Town and Country Planning Act 1990 takes out of “development” works of maintenance, improvement or alteration that affect only the interior, or that “do not materially affect the external appearance of the building”. Islington states the consequence in terms: “Improving existing windows (including repair, draft proofing, secondary glazing and replacing glass) does not require planning permission.”

Reusing the openings is not the same as changing nothing. In a 2026 enforcement appeal the owner argued the works were not development because “the same openings may have been utilised and the apertures may not have been altered”. The Inspector rejected it: the windows “clearly form part of the building”, and as a matter of fact and degree the works materially affected its external appearance. The argument that a glazing installer rather than a builder did the work also failed.

Why “new sashes in the retained box frame” is the strongest case to argue
Option 3 is the strongest position to argue from, for three reasons that have nothing to do with salesmanship.
It keeps the parts nobody can replicate: the box frame, its position in the reveal, the cills and casings, the shutter boxes where they survive. That matters because what the listed-building test protects is fabric and character rather than appearance, and loss of historic fabric is the finding decisions turn on. In the six linked Mackworth Green appeals — all allowed, though for complete replacement windows rather than retained boxes — what carried them was that the existing windows had been inserted within the previous fifty years, so “I am satisfied that no historic fabric would be lost and the overall effect in design terms would be neutral.”

It also lets the joiner build the rebate rather than cut it — the physical constraint that sinks most reglazing schemes — and lets you argue on drawings rather than on faith.
It is not a free pass. In the Planning Inspectorate’s released list of allowed listed building appeals concerning double glazing, 294 Tadcaster Road in York — “like-for-like replacement of all existing single-glazed timber sash windows with Slimlite ultra clear double-glazing mounted in traditional timber sash frames” — is recorded as a split decision, and Granby House in Bristol was allowed to replace sashes dating from 1972–74. Note what the documented grants have in common: where the entry records the age of what was being replaced, it was modern — 1970s windows at 11 Keyford Terrace in Frome, a twentieth-century bay at Glebe House in Watford. The Inspectorate cautions that its list “may not be definitive”, and as it contains only allowed appeals it says nothing about the success rate.

Reglazing a sash: the rebate arithmetic and the re-balancing nobody quotes for
Read this before accepting a quotation. Reglazing a sash is a dimensional problem with a mechanical consequence.

Whether your sash can take a unit turns on the depth of the rebate — the step the glass sits in — and on whether the glazing bars have enough section left after routing. York publishes the clearest three-part test: not leaded lights; no historic glass; and “window frame can accommodate any additional rebate necessary to install replacement glazing in the same outer face position”, with the caveat that units “are thicker and heavier and should not compromise the long term stability of existing frames”.

Historic England’s own detailed windows guidance is blunter, and still published: “Experience has shown that where slim-profile IGUs are inserted, window sashes often have to be replaced”, and “it is often impossible to replace existing glass in multi-paned historic windows with double glazing — even where ‘slim-profile’ IGUs are used — without having to alter the frames and glazing bars”. That sits in tension with Advice Note 18’s more permissive paragraph 81; the honest reading is that the older document describes what happens on site and the newer one what is acceptable in principle. HEAG039 is flagged under review, and as at 28 July 2026 the February 2017 text is still what Historic England distributes.

Then the mechanical part, specific to sashes and the most commonly omitted line in a quotation. The counterweights must be re-balanced. Advice Note 18 para 81: “Sash windows may need heavier weights to balance the increased weight of the glass.” Gravesham: the new units “are likely to weigh more than the single glazed windows being replaced, so the weights in timber sashes may also need to be rebalanced”. Islington: “The counterweights in sash windows may need to be adjusted accordingly.”

The scale of it follows from the figures above rather than from anyone’s opinion. A sash glazed with 2 mm historic glass and re-glazed with a 3–3–3 slim unit carries three times the thickness of glass; a 4–0.2–3 vacuum unit carries roughly 1.75 times that of a 4 mm single pane. Warwick draws the useful opposite conclusion for straight repairs: “it is important that the original or 2mm glass is used for reglazing to avoid increasing the weight of the frames.” Three practical consequences: new weights must physically fit the existing pocket; the cords must be sized for the load; and a sash that has not been re-balanced will be stiff, will slam, or will not stay up.
One more sash-specific hazard: putty. Historic England warns that “standard linseed oil putty can damage the seals to the units”; HES records the hypothesis that putty and edge-seal incompatibility may cause deterioration; Northern Ireland’s guidance repeats it. Yet Islington requires units to “always be putty mounted in integral glazing bars”, because bead-fixing looks wrong. The glazier has to reconcile the two with a putty the unit manufacturer accepts — get that in writing before work starts.
What the appeals show when the detail is right and it still fails
The most instructive decision for anyone buying double-glazed sashes is a refusal. At 19 The Old Police Station in Harrogate, a Grade II listed building, the scheme retained the original boxes and replaced the sashes with double-glazed timber sashes replicating “the original horned sashes and 6-over-6 panes with narrow glazing bars”, using 4 mm glass in an 8 mm unit — thinner than every published local authority ceiling. It was dismissed.
The reasons were reflectivity and consistency across the group, not profile:
“double glazed units create reflection and therefore appear differently to single glazed units. Replacing the glazing would result in the windows appearing visually prominent compared to the existing windows that provide a consistent approach throughout the building.”
Three other findings did the rest. The existing windows, although not historic, were “well-made, with sash cords and brush pile seals … in very good condition”. Secondary glazing had not been shown to be infeasible. And the benefit was private: “the proposed works are essentially a private benefit which would not be sufficient to outweigh the harm that I have identified.”

Carry one tension into any application: Historic England’s own guidance says the reflective properties of secondary and double glazing “do not usually harm” significance, yet reflectivity was decisive here and in other recent decisions. Inspectors are applying it more restrictively than the guidance suggests.
The mirror image is Champions Place in Surrey, where the frames and historic ironmongery were reused and only the glazing changed — and the appeal failed on the glass: “the proposal would result in the loss of historic fabric through the loss of the existing glass and lead”. On a listed building, retaining the sash does not save you if the glass is itself the fabric.

Where the existing sashes are modern, the picture reverses. At Thornhill House the Inspector allowed uPVC Georgian-pattern sliding sashes on a Grade II listed building because “the existing windows at the appeal property do not form part of the historic fabric of the building or contribute to its significance. They are relatively modern insertions with low evidential value.” Even then the detailing mattered: externally applied astragal bars were accepted only because they were paired with “back-to-back spacer bars inside the unit”, so the glass reads as separate panes “rather than the bars appearing tacked on”.

For unlisted sashes in conservation areas the verified decisions run one way. Timber sashes replaced with uPVC sashes were dismissed at 58A High Street, Rottingdean, at 48 Royal Road, Ramsgate, and at 16 The Leas, Westcliff-on-Sea, and in the Gravesend decision the objection was dimensional: “The UPVC frames are markedly thicker which contrasts negatively with the properties which have retained the traditional timber framed sliding sash windows.” We searched for a section 78 appeal allowing uPVC in a conservation area on a non-listed building and could not verify one. Horns, meeting rails and sightlines: the three things drawings are judged on
Sash applications are won and lost on three dimensions, and the drawing scales authorities demand exist precisely to expose them.

Drawings are where applications actually get stopped. Lewisham asks for a 1:20 elevation of each window plus 1:5 sections showing “glazing bars and spacers (if any); a vertical section; the window horn details (if any)”. Torbay goes to 1:1 for frame and glazing bar sections, states that “a frame cannot be presented as a single line”, and warns that “If the frame width is not shown or if the plan is not drawn to an identified scale then we cannot validate your application”. There is no national standard: 1:5 sections satisfy Lewisham and Islington but fail Torbay. Cords, chains and spiral balances
Replacing the counterweight system with spiral (spring) balances is common in modern manufacture, cheap, and consistently resisted in period work.
Gravesham: “Spring balances are sometimes used on modern sashes, these are not acceptable in listed buildings but will be considered appropriate on non-listed buildings.”
Warwick: “The introduction of any form of spring balance mechanism isn’t appropriate in an original sash window”, and spring balances “may only be considered for new works”.

Two reasons beyond taste. A balance changes the box frame: the weight pockets become redundant and the pulley stiles are usually altered to take the spirals, removing the fabric the retained-box approach exists to protect. And the way the window operates is itself assessed — Blackpool objects not to uPVC as such but to the mechanism, stating that “replacing original sliding sashes with top hung windows is not acceptable in a conservation area”. Chains rather than cords are covered in Historic England’s own re-cording sequence and change nothing about the box.
In Scotland this is statute, not guidance. Class 7A, inserted on 24 May 2024, makes “the manner in which the window is opened and closed” one of three sameness tests. In a conservation area, on the principal elevation or a road-facing side elevation, you must go through the prior-approval process unless the new window is the same or substantially the same as the old on that, on the “number, orientation and colour of panes within the window (e.g. six-over-six configuration)”, and on “The dimensions and colour of the window’s frame and any astragal bars”. Change a sash and case window to anything that does not slide and you are into that process — 28 days, design and external appearance only.

Secondary glazing on a sash often beats reglazing it
For a multi-paned sash this is the finding that should change most people’s plans. Advice Note 18 states at paragraph 80 that secondary glazing will generally be acceptable, and that “In respect of multipane windows, it often outperforms double-glazing.” The Harrogate Inspector recorded Historic England’s reason: in multi-paned windows secondary glazing will generally be more thermally efficient than replacing the glass “because even the most efficient units will not overcome thermal bridging through the frame and glazing bars”.
The numbers make the same point, and they are sash-specific:

Read the rows against each other: on a one-over-one sash reglazing can beat secondary glazing outright; on a six-over-six the best slim-glazing result barely matches it and the worst is far behind. The more panes and bars, the stronger the case for secondary glazing. Lifespan points the same way — Historic England puts slim-profile units at “around 25 years” against secondary glazing lasting as long as the original windows, “which could be 60 to 100 years or more” — and so does reversibility, which carries the most weight with conservation officers. Two sash-specific details: York asks that any subdivision of the secondary unit line through with the sash’s own glazing bars, and RBKC conditions that the primary window is not additionally draughtproofed behind secondary glazing, to avoid condensation in the cavity. If the sash window is in a listed building
Everything above about section 55 becomes irrelevant. Section 7 of the Planning (Listed Buildings and Conservation Areas) Act 1990 prohibits works of alteration “in any manner which would affect its character as a building of special architectural or historic interest” without consent. There is no external-appearance filter, no visibility requirement and no de minimis threshold on the face of the section — so replacing only the glass can require consent even though it is not development, and doing it without consent is a criminal offence under section 9 with no immunity period. Advice Note 18 puts consent for slim or vacuum units in historic frames as “likely to be required, unless replacing panes in modern windows”. What to do, in order
- Photograph and measure before anyone quotes — every elevation, every window numbered, a rule in shot, and close-ups of horns, meeting rails, glazing bar intersections and the reveal.
- Look for historic glass: irregular surface, air bubbles, mild distortion. If it is there, options 2 and 4 get much harder and salvage becomes a condition.
- Check the constraints, not the designation. Conservation area status alone does not remove permitted development rights for windows on a house in England; ask the authority in writing whether an Article 4 direction covers windows at your address, and whether the building is listed.
- Get a condition survey per window from a joiner or surveyor, addressing repair options and why they were rejected. Islington notes that defects to “glass, putty, paintwork and hardware/opening mechanisms” do not justify replacement.
- Ask for itemised quotations pricing overhaul, re-cording, re-balancing, glazing and any new joinery separately — and reject any that is silent on re-balancing.
- Read the validation list before drawing. 1:5 may not be enough.
- If money turns on it, get a certificate. Where the works are genuinely not development, section 192 of the 1990 Act lets you have that certified, and while the certificate is in force the lawfulness of what it describes is conclusively presumed.
We publish no cost ranges for sash work, because we could not find an authoritative dated UK source and an invented range is worse than silence. On relative cost the sources agree: draughtproofing gives, in Historic England’s words, “the biggest energy saving and conservation benefits for the lowest environmental and financial costs”, while HES says replacing sash and case windows with double glazed units “is very costly” and other measures are “far more cost-effective”.
Five claims to stop believing
- “Sash windows in a conservation area always need permission.” Not on a house in England with permitted development rights intact, and not for overhaul, draughtproofing or a genuine reglaze.
- “Slim double glazing drops straight into a Victorian sash.” Historic England says sashes “often have to be replaced”, and in multi-paned windows it is “often impossible” without altering frames and glazing bars.
- “Same size glass, same window.” No: the weights need re-balancing, and national and local guidance both say so.
- “We reused the original openings, so it isn’t development.” Rejected on appeal in terms.
- “Everyone in the street has uPVC sashes.” Legally irrelevant to section 55 on High Court authority, and given “limited weight” on the merits.

Common questions
Do I need planning permission to replace sash windows in a conservation area?
Not automatically. For a house in England, replacing windows is normally permitted development under Class A of Part 1 of Schedule 2 to the GPDO 2015, and conservation area designation on its own does not withdraw that right — the conservation area restrictions in paragraph A.2 cover cladding, side extensions and two-storey rear extensions, not windows. You will need to apply if an Article 4 direction covers windows at your address, if the property is a flat or maisonette (Part 1 permitted development rights do not extend to flats at all), or if a condition on an earlier permission removed permitted development rights. Overhauling and draughtproofing existing sashes, and normally reglazing them without changing anything visible, are not development at all under section 55(2)(a) of the Town and Country Planning Act 1990, so no permission is needed. A listed building is a separate question and needs listed building consent regardless.
Can I put double glazing into existing sash windows?
Sometimes, and it is a joinery question before it is a planning one. Historic England puts historic single glazing at as thin as 2 mm and slim-profile sealed units at 10 to 16 mm overall; Historic Environment Scotland says narrow-profile panes are commonly 12 mm and need the sash rebates deepened by about 6 mm. Vacuum units at 6.5 to 7.2 mm overall are thinner, but they are not a drop-in: it is the edge seal rather than the overall thickness that sets how much timber has to go, and Historic England's own worked example of a 6.5 mm vacuum unit needs an 11 mm upstand and a 26 mm glazing bar where the original had a 4 mm upstand and a 12 mm bar. Historic England's own detailed windows guidance (HEAG039, 2017) warns that where slim units are inserted, sashes often have to be replaced, and that in multi-paned windows it is often impossible to do without altering the frames and glazing bars. The extra glass weight also means the sash weights normally have to be re-balanced.
Do replacement sashes need horns?
Only where horns are historically right for the building, and guidance differs on how to judge that. Warwick District Council uses a date test — most sash windows before 1870 did not have horns and they should not be added where they did not previously exist. Gravesham Borough Council uses a style test — horns would not have been used on a Georgian house with multi-pane windows but are common on Victorian and later properties. Blackpool Council adds that horns should be run-through rather than planted on. Copy what is there, and photograph it before anything is removed.
Will the sash weights need changing if the glass is upgraded?
Normally yes. A box sash is a balanced mechanism, and heavier glass unbalances it. Historic England's Advice Note 18 states at paragraph 81 that sash windows may need heavier weights to balance the increased weight of the glass. Gravesham Borough Council's window guidance says the same, and Islington's 2025 guide notes that the counterweights may need to be adjusted. A quotation for reglazing that says nothing about re-balancing is incomplete, and the window will be stiff, slam shut or refuse to stay up.
Are spiral balances acceptable in a period sash window?
Usually not in a listed building, and often resisted elsewhere. Gravesham Borough Council's guidance says spring balances are not acceptable in listed buildings but will be considered appropriate on non-listed buildings. Warwick District Council goes further: the introduction of any form of spring balance mechanism is not appropriate in an original sash window, and spring balances may only be considered for new work. In Scotland, "the manner in which the window is opened and closed" is one of the three statutory tests in Class 7A that decide whether a replacement on the principal or road-facing elevation of a building in a conservation area needs prior notification, so changing how the window works has direct legal consequences there.
Is it better to reglaze a multi-paned sash or fit secondary glazing?
For a multi-paned sash, heritage guidance points to secondary glazing. Historic England's Advice Note 18 says at paragraph 80 that in respect of multipane windows secondary glazing often outperforms double glazing, and a Planning Inspector recorded Historic England's technical position that in multi-paned windows secondary glazing will generally be more thermally efficient than replacing the glass because even the most efficient units will not overcome thermal bridging through the frame and glazing bars. Historic Environment Scotland's calculated whole-window figures point the same way: for a Georgian six-over-six, secondary glazing came out at 2.0 W/m²K, which only the very best of the retrofitted slim systems beat — they ranged from 1.9 to 3.4.
How much does it cost to replace sash windows?
We do not publish a figure, because we could not find an authoritative, dated UK source for one and a made-up range is worse than none. What the primary sources do say is the direction of travel: Historic England states that draughtproofing gives the biggest energy saving and conservation benefits for the lowest environmental and financial costs; Historic Environment Scotland says replacing traditional sash and case windows with double glazed units is very costly and that the other measures are far more cost-effective; and Cadw places replacing the glass and replacing the window in the highest-cost, highest-risk band of its own traffic-light hierarchy. Get itemised quotations that separately price overhaul, re-balancing, glazing and any new joinery.
