Secondary glazing in conservation areas and listed buildings
It affects only the interior, so it is not development — and Historic England says it rarely needs listed building consent. Up to 88% less heat loss.
Internal secondary glazing is the one glazing upgrade with a clean answer. Because it is a separate window on the room side of the existing one, it affects only the interior, so it is not development — under section 55(2)(a)(i) of the Town and Country Planning Act 1990 in England and Wales, and under the equivalent provisions in Scotland and Northern Ireland — and needs no planning permission, Article 4 direction or not. For a listed building, Historic England says it “does not generally need listed building consent”, and paragraph 80 of its Advice Note 18 says consent is “unlikely to be required”, subject to three narrow exceptions. On the measured figures it is also the best performer in the heritage toolkit: up to 88% less heat loss, and, on Historic England’s and Historic Environment Scotland’s own wording, better at reducing noise than double glazing.

Why heritage guidance ranks it above everything else
All four UK heritage bodies rank interventions by risk, and secondary glazing sits near the top of every list for one reason: nothing historic is removed. Historic England’s summary states the logic — it “allows the original windows to be retained unaltered … As a result there is no loss of historic fabric and in most cases the installation is easily reversible.” Slim-profile and vacuum units are defended on the basis that the harm is small; this one, on the basis that there is nothing to harm.

Historic England adds a durability point that rarely appears in sales material: the life span of secondary glazing “should be as long as the original single glazed windows, which could be 60 to 100 years or more”, against “around 25 years” for slim-profile units.

Planning permission: not development at all
In England and Wales, section 55(2)(a) removes from the definition of development works carried out “for the maintenance, improvement or other alteration of any building” which “(i) affect only the interior of the building”. Internal secondary glazing is the textbook case of limb (i), and the Planning Portal lists “installation of internal secondary glazing” among works for which you do not usually need to apply. Local planning authorities agree: Islington — “Planning permission is not needed for secondary glazing”; Gravesham — in non-listed properties it “will not require consent”.

An Article 4 direction works by withdrawing the planning permission granted nationally by the General Permitted Development Order. It cannot create a need for permission where none exists. Internal secondary glazing is not development, so there is no permission to withdraw, and a direction purporting to catch it would be beyond the power — see Article 4 directions and your windows.
Externally mounted glazing is a different question: Historic England calls it “storm glazing” or “isothermal glazing” rather than secondary glazing, and because it sits outside the window limb (i) does not apply and the ordinary materiality test under section 55(2)(a)(ii) is live.
Scotland reaches the same result by its own statute: section 26(2)(a)(i) of the Town and Country Planning (Scotland) Act 1997, in the same terms as section 55(2)(a)(i). Planning Circular 1/2024 paraphrases the Act — “works which do not materially affect the external appearance of a building do not constitute development” — and warns that “Planning permission and listed building consent are separate approval processes.” Northern Ireland’s equivalent is section 23(3)(a) of the Planning Act (Northern Ireland) 2011. Wales applies the same section 55, but its listed building regime moved to the Historic Environment (Wales) Act 2023 on 4 November 2024. See Scotland, Wales and Northern Ireland.
Listed building consent: usually not needed, but ask anyway
Listed building consent is a different test with no interior exemption. Section 7 of the Planning (Listed Buildings and Conservation Areas) Act 1990 — in Wales, section 88 of the 2023 Act; in Scotland, section 6 of the Planning (Listed Buildings and Conservation Areas) (Scotland) Act 1997; in Northern Ireland, section 85 of the Planning Act (Northern Ireland) 2011 — catches works of alteration “in any manner which would affect its character as a building of special architectural or historic interest”. Listing covers the inside of the building as well as the outside, so interior-only work is within scope and the answer comes from heritage judgement, not from the interior/exterior line.
Historic England’s answer is unusually direct: “Installing secondary glazing does not generally need listed building consent”, with the exceptions at pages 34 to 35 of Advice Note 16. Advice Note 18 paragraph 80 is graded rather than absolute:
Installation of secondary glazing to the windows will generally be acceptable. … In most cases, the impact of its installation on significance will only cause minimal harm … Listed building consent is unlikely to be required for all other secondary glazing works.

Paragraph 80’s exceptions are three, and narrow: interiors of exceptional architectural quality (“the finest state rooms of a great house”); historic shutters the installation would damage or render inoperative; and glazing of exceptional significance which should not be obscured. Even then the answer is usually not “no” but “not permanently” — “temporary secondary glazing used seasonally will generally be acceptable.”
Some authorities are firmer. Islington states that “Listed building consent is usually required for installation of secondary glazing”; Gravesham lists it among works requiring consent; Warwick sits with Historic England. Kensington and Chelsea has instead granted consent in advance for grade II buildings through a Local Listed Building Consent Order, whose Class A permits secondary glazing on conditions: minimise visibility from outside, alter nothing of the existing window, no uPVC, no tinted glass, no draughtproofing added to the existing window. Check whether your own authority has made such an order — most have not.
The practical rule follows from the penalty, not the probability: unauthorised works to a listed building are a criminal offence (in England, section 9 of the 1990 Act), and listed building enforcement has no immunity period — time never runs out. See windows in a listed building.
The measured performance, and what the numbers describe
Three categories must be kept apart, as in the glossary: Ug is centre-of-glass only; Uw is the whole window including frame and bars; an assembly figure covers a primary window plus an added layer. Almost every famous secondary glazing figure is the third kind.
Historic England’s headline claim is that heat losses by conduction and radiation through a window as a whole “can be reduced by over 60% by using secondary glazing with a low emissivity (Low-E) hard coating facing the outside” — note the specification, usually dropped in the retelling. HEAG085 gives the mechanism: much of the benefit “comes from decoupling the frame from the primary timber moving parts”, which alone “can reduce the U-value to approximately 2.5W/m²K”, with low-emissivity glass taking it “to less than 2.0”.

Two points follow. Combinations matter as much as the glazing: adding shutters buys more than upgrading from single to double secondary glazing. And a double-glazed secondary unit in a timber frame, at 0.6 W/m²K, beats every sealed-unit retrofit any UK heritage body has measured — vacuum glazing at 0.9–1.0 W/m²K centre-of-pane included, which are not comparable quantities but are the quantities the two options are sold on.
Historic England’s conclusion about triple glazing follows: it is “unlikely to be justified in environmental impact terms when looking at the whole life costs”, recommending instead “secondary glazing which can reduce heat loss by over 60% and has a lower carbon cost than double or triple glazed units.”
Multi-paned windows: why it usually beats new glass
Advice Note 18 paragraph 80 contains one sentence that decides a lot of arguments: “In respect of multipane windows, it often outperforms double-glazing.” The reason is thermal bridging. In a six-over-six sash the bars and frame are a large fraction of the opening, and no sealed unit improves them however thin it is. Secondary glazing puts a continuous layer across the whole opening, bars included.
That reasoning decided an appeal in November 2025. The inspector recorded Historic England’s position that in multi-paned windows secondary glazing is generally more thermally efficient than replacing the glass, “because even the most efficient units will not overcome thermal bridging through the frame and glazing bars”. The appeal — double-glazed timber sashes replicating original horned six-over-six sashes, original boxes retained — was dismissed, partly because secondary glazing “had not been shown to be infeasible”.

A March 2026 decision made the visual comparison in its favour too: secondary glazing “is typically set further back, which minimises its impact from public views.” But where it is poor, its removal counts in the applicant’s favour: in six linked appeals in October 2025 an inspector found that removing it “would have no adverse effect”, in a case where mould, condensation and rot were “not helped by the secondary glazing”; and in a separate October 2025 decision the removal of poor-condition aluminium secondary glazing was weighed as a benefit, though not one that outweighed the harm.

Acoustics: the comparison it wins outright
On noise the position is not close. Historic England says secondary glazing “is even better than double glazing at reducing noise”, Historic Environment Scotland says the same, and Northern Ireland’s Historic Environment Division goes furthest — it “offers a superior performance to either inserting double glazing within the existing frame or complete replacement”.
The numbers, from HEAG085 §2.2: a single-glazed window without seals “may only achieve a noise reduction of 18-25dBA”; “A secondary window with an air space of 100mm or more de-couples the movement of the two panes of glass … Sound insulation of up to 45dBA can typically be achieved”; more comes with a wider gap, “though minimal improvements occur with cavities beyond 200mm”; and thicker or acoustic laminate glass improves it further. Northern Ireland’s guidance quotes 54 dBA at a 150–200 mm gap and correctly labels it a manufacturer’s claim, not a measurement. No UK heritage body publishes an acoustic figure for vacuum insulated glazing or slim-profile double glazing at all.
Condensation: seal the secondary, not the primary
This is the instruction most often reversed on site, and reversing it causes the misting that gets blamed on secondary glazing. Historic England:
The original window should not be sealed so there is some ventilation to the air gap to limit the risk of condensation on the inner face. The secondary glazing unit should be well sealed.

Cadw is crisper: “Do not draught proof the primary glazing, so the interspace has some ventilation by external air, reducing the condensation risk.” Approved Document L for Wales says the same in guidance, and Kensington and Chelsea turns it into an enforceable condition. The logic: seal both layers and you trap humid room air against the coldest glass in the assembly; seal only the inner layer and the cavity leaks to outside, staying cold and dry.
Three riders. Fully fixed panels need vents in the secondary unit. Room ventilation must still be maintained — “This may require trickle vents to be fitted” — and Northern Ireland’s guidance puts the principle bluntly: “if general ventilation is not increased, the problem will simply move, the condensation will occur elsewhere, and hidden damage may be caused.” And in an already damp building, fix the defect and dry the building out first, as HEAG085 says.
The airspace figure Historic England cannot agree on
Two current Historic England documents give different optima for the gap between primary and secondary glazing, in near-identical paragraphs. HEAG085 §2.1: “For thermal performance, the optimum airspace between panes is 16-20mm.” HEAG039: “the optimum airspace between primary and secondary glazing is 50-60mm.” Both then note that the reveal usually dictates about 100 mm anyway.
HEAG085 §2.1 and HEAG039, Traditional Windows (8 February 2017, flagged by Historic England as under review). We could not reconcile the two figures and found no statement addressing the discrepancy.
What is not in dispute is the trade-off. Both warn that too large a gap lets convection currents develop in the cavity; HEAG085’s acoustic section wants 100 mm or more for sound. A reveal that forces roughly 100 mm is therefore thermally sub-optimal on either reading and acoustically good — a feature if noise is your problem, a compromise you cannot design away if heat is.
Types, and how to make it visually acceptable

Proprietary systems normally use painted aluminium frames, allowing slim sections that “fit within the depth of the staff bead of a typical sash window so shutters and window sills can be retained”.
The rules for keeping it invisible are short, and they are what officers actually check:
- Do not make the secondary glazing smaller than the glazed area of the existing window — HEAG085’s first rule for minimising external effect.
- Put any divisions behind the meeting rails or glazing bars. York’s December 2025 guidance: “the proportions/frames should align with the external windows e.g glazing bars should line through”.
- Colour-match the frame to the primary window; consider anti-reflective glass; no uPVC and no tinted glass.
- Deal with shutters explicitly. HEAG085 gives three routes: fit the glazing between window and shutters so the shutters still work; fit it on the room side of shutters housed in the reveal; or fix the shutters shut without altering them, so they can be brought back into use later.
- Keep access to the outer pane and the cavity for cleaning.
Building regulations
Secondary glazing is not a replacement window, and none of the four national documents sets a U-value for the secondary unit itself. What three of them do is name it as the escape route where a replacement window cannot meet the standard: in England, where 1.4 W/m²K or Window Energy Rating Band B cannot be met “because of the need to maintain the character of the building”, “Single glazing should be supplemented with low-emissivity secondary glazing” is one of two permitted alternatives. Wales and Northern Ireland carry the same alternative. Scotland is different: its handbook does not offer secondary glazing as an alternative to the replacement-window standard, but sets a target for the existing window once altered.

The disadvantages, stated plainly
- It is a second frame in the room — HEAG085: it “can be visually intrusive externally and internally if badly designed.”
- Shutters and panelling are the real constraint, and the reason paragraph 80’s exceptions exist. A survey of the reveal depth comes first.
- Cleaning gets harder across two windows and the cavity between them, and removable panels need storage and a numbering system, “so they go back in the same order”.
- Summer overheating can get worse. HEAG039: it “can make this worse if it restricts summertime ventilation”, mitigated by mid-pane blinds and ventilating the air space.
- It does not repair the window. Historic England: “Before starting any upgrading work such as draught-stripping or the addition of secondary glazing, assess what repairs are needed to make the windows fully operational.”
- Cost. We found no published cost range for secondary glazing in any heritage-body, government or named local authority document, so we give none here; the trade figures we could trace are set out in what it costs. The closest official anchor is Historic Environment Scotland’s comparison: replacing sash and case windows with double-glazed units “is very costly. The other energy efficiency measures listed here are far more cost-effective.”
What this means in practice
- Repair and overhaul the window first. Historic England: “Draught proofing will provide the biggest energy saving and conservation benefits for the lowest environmental and financial costs.” But if secondary glazing is going in, draughtproof the secondary unit, not the sash.
- If the building is unlisted, you need no planning permission and need not ask — Article 4 or not, in any conservation area, in any of the four nations. That holds for a flat as much as a house, because it rests on the works not being development, not on permitted development rights.
- If it is listed, email the conservation officer before ordering. National guidance says consent is unlikely to be required; your authority may say otherwise, and the offence is criminal. Ask which paragraph 80 exception they think might apply.
- Specify low-emissivity glass, hard coating facing outwards — that is what the “over 60%” figure is measured on. If noise is the driver, ask instead for the widest cavity the reveal allows plus thicker or acoustic laminate glass.
- Choose the opening type from how the window is used: hinged casements where the outer sash must be cleaned, slim units within the staff beads where shutters must keep working, lift-outs for escape routes or maximum acoustic sealing.
- Keep the drawings and photographs. If you later apply for something more invasive, whether secondary glazing was considered is evidence you will need — the Harrogate appeal failed partly for want of it. See applying for windows.

Common questions
Do I need planning permission for secondary glazing in a conservation area?
No. Internal secondary glazing is a fully independent window fitted on the room side of the existing window, so it affects only the interior of the building. In England and Wales, section 55(2)(a)(i) of the Town and Country Planning Act 1990 takes works affecting only the interior outside the definition of development altogether, which means planning permission is not required and an Article 4 direction cannot bite on it either — a direction withdraws a grant of planning permission, and no permission is needed for something that is not development. The Planning Portal lists 'installation of internal secondary glazing' among works for which you do not usually need to apply. Scotland and Northern Ireland have their own, equivalently worded provisions — section 26(2)(a)(i) of the Town and Country Planning (Scotland) Act 1997 and section 23(3)(a) of the Planning Act (Northern Ireland) 2011 — so the answer is the same in all four nations. Externally mounted storm glazing is a different matter, because it does change the exterior.
Can I put secondary glazing in a listed building?
Usually yes, and it is the intervention heritage guidance treats most favourably, because the historic window is left in place unaltered and the installation is normally reversible. Historic England states that installing secondary glazing 'does not generally need listed building consent', and paragraph 80 of its Advice Note 18 says consent is 'unlikely to be required'. The exceptions are narrow: interiors of exceptional architectural quality, historic shutters that would be damaged or rendered inoperative, and glazing of exceptional significance that should not be obscured — and in many of those cases Historic England says seasonal, temporary secondary glazing will generally be acceptable. Some local authorities nevertheless state that listed building consent is usually required for secondary glazing in their area, so ask your own conservation officer before ordering. Unauthorised works to a listed building are a criminal offence — in England, section 9 of the Planning (Listed Buildings and Conservation Areas) Act 1990; in Wales, the Historic Environment (Wales) Act 2023; in Scotland, the equivalent 1997 Act; in Northern Ireland, section 85 of the Planning Act (Northern Ireland) 2011 — so the cost of asking is low.
Do you still get condensation with secondary glazing?
It is possible, and the way to minimise it is counter-intuitive: seal the secondary unit well, and leave the original window unsealed so the cavity between the two is ventilated by outside air. Historic England's guidance is explicit — 'The original window should not be sealed so there is some ventilation to the air gap to limit the risk of condensation on the inner face. The secondary glazing unit should be well sealed.' Cadw gives the same instruction for Wales. Draught-stripping both the primary sash and the secondary unit traps humid room air in the cavity and is the usual cause of misting on the inside of the outer pane. Room ventilation still has to be maintained, which may mean trickle vents, and condensation can still appear on the outer window if the secondary unit is opened in cold weather in a humid room.
What are the disadvantages of secondary glazing?
It adds a second frame inside the room, which can look intrusive if badly designed or badly aligned with the primary window; it can obstruct or prevent the use of internal shutters unless slim units are fitted within the depth of the staff beads; access to the outer pane and the cavity for cleaning is more awkward; removable panels need somewhere to be stored in summer or they get damaged; it can worsen summer overheating if it restricts ventilation; and it does nothing to repair a decayed window, which should be overhauled first. Poorly executed secondary glazing is also a heritage negative in its own right — in appeal decisions in 2025 the removal of existing aluminium secondary glazing was treated by inspectors as a benefit of the scheme before them.
Is secondary glazing as good as double glazing?
On measured heritage-body figures it is competitive and in some configurations better, but the numbers must be read as assembly figures for the primary window plus the added layer, not as centre-of-glass figures. Historic Environment Scotland measured a 63% reduction in heat loss for a single-glazed secondary system over a timber sash, rising to 85% with a double-glazed aluminium-framed secondary unit and 88% with a double-glazed timber-framed one. Historic England states that secondary glazing 'can reduce heat loss as effectively as double glazing, particularly if low emissivity glass is used, and is even better than double glazing at reducing noise', and recommends it in preference to triple glazing on whole-life carbon grounds. In multi-paned windows Historic England says secondary glazing often outperforms replacing the glass, because no sealed unit overcomes thermal bridging through the frame and glazing bars.
Does secondary glazing satisfy building regulations for a replacement window?
In England, Approved Document L Volume 1 sets the standard for a replacement window in a dwelling at 1.4 W/m²K or Window Energy Rating Band B, and paragraph 4.10 provides that where a window cannot meet that because of the need to maintain the character of the building, either the fitting should not exceed a centre-pane U-value of 1.2 W/m²K or 'single glazing should be supplemented with low-emissivity secondary glazing'. So low-emissivity secondary glazing over retained single glazing is an expressly named compliance route, not a workaround. Wales has the same alternative in column (b) of Table 10.1 of its Approved Document L, and adds that where low-emissivity secondary glazing is installed the draughtproofing should be on the secondary glazing to reduce condensation risk. Northern Ireland's Technical Booklet F1 paragraph 3.45 offers the same alternative, and the Scottish domestic technical handbook states that with secondary glazing an existing window after alteration should achieve a U-value of about 3.5 W/m²K.
